Board of Trustees
The University of the Virgin Islands (UVI) is located in St. Thomas U.S.V.I. and was founded in 1962. UVI is a public, co-ed, land-grant HBCU with two campuses: The St. Thomas Campus and the Albert A. Sheen Campus on St. Croix. UVI is governed by a 17-member Board of Trustees, under the provisions of Title 17, Chapters 33 and 35 of the Virgin Islands Code. The Board serves in a dual capacity as a body politic and corporate for the purpose of: 1.) exercising general management and control of the affairs of the University, and 2.) managing and exercising the powers conferred upon the Fund. Reginald is one of nine Public Members that are appointed by the Governor with advice and consent of the Legislature. He participated in his first board meeting this past Saturday October 24th, 2020. With a passion for Information Technology derived from his love for mathematics and physics, Reginald brings this perspective to the Board. In addition, his main focus is to assist UVI with becoming a Federal Government contractor. He would like UVI to have the ability to generate additional revenue by becoming a Federal Government Contractor and taking advantage of federal programs designed to assist HBCUs.
Reginald is a successful Technology Entrepreneur and philanthropist, donating his time and resources to several Virgin Islands initiatives such as Stafford County Big Brother and Virgin Islands Weed and Seed programs. He holds a Bachelor of Science in Information Technology from Strayer University. Mr. Vigilant is Co-Owner/ Founder and Chief Operating Officer of OmniSystems, Inc. with 35 years of experience in information technology strategy, telephony, software architecture, data modeling and business process re-engineering.
