With a successful background leading corporate organizational growth, overseeing complex programs, and serving 24+ years as a public servant, Gary joined OmniSystems Inc., of Mclean, Virginia, on April 15, 2019, and was appointed as Chief Business Development Officer (CBDO).

Gary will provide direction, execution, and leadership of OmniSystems’ Growth Strategy, oversee the development and delivery of special programs, liaise and support OmniSystems’ alliances and partnership activities, and serve as a principle on executive team responsible for OmniSystems’ strategic initiatives in service to its clients.

Prior to Joining OmniSystems

Gary spent more than six years as a subject matter expert (SME) and sales executive, rising to an appointment as Vice President for Justice and Law Enforcement, at MicroPact Global Inc., located in Herndon, Virginia (now a Tyler Technologies Company). At MicroPact, Gary initially served as an operational sales executive and SME before appointment as the senior executive responsible for leading the company’s largest revenue generating portfolio.

Under his extremely successful leadership, MicroPact became a preferred choice and formidable competitor to traditional and non-traditional case management vendors providing information tracking and data solutions to law enforcement and security agencies.

At MicroPact, Gary architected and led the company’s growth and success by identifying and securing landmark contracts with the US Navy and USAF criminal justice programs, the US State Department Diplomatic Security Service, the US GAO, several large government integrators, and with numerous Offices of Inspector General and federal investigative agencies.

Additionally, Gary used his expertise to confer and advise on needed capabilities and advancements to the entellitrak case management platform.

Gary began his career with the USAF and served in the Security Forces Command and the Air Force Office of Special Investigations. He also served as an investigator and investigative executive within the US Inspector General Community.

His combined expertise includes law enforcement and criminal investigations, National Security Threat and Counterintelligence, and Program Fraud/Waste/and Abuse matters. He is also skilled in IT program management and GSA certified as a Chief Information Officer.

Educational Background

Gary possesses a B.S. and an M.S. in Science and Management from The Johns Hopkins University of Baltimore, Maryland. He is also a National Security Studies Fellow and Graduate of the Syracuse University’s National Security Executive Leadership Studies Program.
